Changsha Luvalley high-tech zone , located in the west of Changsha city, on the west bank the Xiangjiang River ,on the north side of the capital city scenic area, was founded in 1988.And it was approved as the first batch of national high-tech industrial development zone by the state council in 1991 and approved as a national pilot innovative science and technology park zone by the state ministry of science and technology in 2009. In 2010, the entire district achieved a total revenue of 180 billion yuan. Its comprehensive economic strength and economy ranked 16th among 84 state-level high-tech zone and its comprehensive innovation ability ranked sixth in all of the national high-tech zone. Besides, it was named as national advanced high-tech zone 6 times in a row. There are more than 800 high and new technology enterprises, including nearly 200 foreign investment enterprises, 29 listed companies at home and abroad, and it has formed electronic information, advanced manufacturing, biological medicine, new materials, new energy, environmental protection industry and service outsourcing and other pillar industries;
There are also many well-known trademark in domestic and foreign market, such as Zoomlion, Jiuzhitang, Mendale, Blue cat, Longping and so on; This industrial park has established national software bases (including digital media industry base, animation industry base), new material transformation and industrialization base (including advanced batteries and battery industry base), advanced manufacturing technology industry base (including sensing technology industrial base), high-tech products export base, mobile e-commerce demonstration base, national service outsourcing demonstration base, housing industrialization demonstration base and the photovoltaic industry base in hunan province, hunan environmental protection industrial park. Hunan university around the park is building the world's largest "tianhe no.1" supercomputer center.



Luvalley is straight core zone of Changsha high-tech zone administrative committee and takes possession of an overall planning control area of 117 square kilometers. It has formed an infrastructure framework of 21 square kilometers, located in the forerunner area of the national key construction of ChangZhuTan (Changsha, Zhuzhou and Xiangtan) urban agglomeration (a resource-conserving and environment-friendly) two type society" comprehensive reform pilot area and is a key construction in Hunan province and Changsha high-tech industrial zones. It consists of seven industrial area ,that is new industrialization demonstration district and ecological new city area, the information industrial park, advanced manufacturing industrial park, new material industrial park, biological medicine industrial park, photovoltaic of new energy and environmental protection industrial park. Industrial enterprises above designated size in this park accounted for 40% of the total industrial output value of Changsha. It gathers 15 world 500 strong enterprises, Hitachi, schlumberger, yuanda suzuki, China resources group, Nokia, Ericsson, MOTOROLA, Cisco systems, Dell, Manpower, Itochu, Foxconn, Synnex Technology International Corporation, Honeywell, Fuch.

Lu valley enterprise square is central the largest high-tech enterprise park of central China, covering an area of about 366 mu and a total construction area of 430000 square meters. Its development and construction project is divided into two phases: Phase one consists of a total construction area of 272000 square meters, including accelerators of 149000 square meters, incubators of 63000 square meters and venture building of 42000 square meters and underground garage of 18000 square meters. Phase two consists a total construction area of 165000 square meters. After the completion of all construction, it can hold nearly 500 enterprises and achieve an annual output value 15 billion yuan and an annual tax of 3 billion yuan.
